Leaving Care – Review Update

The Board is still working on its in-depth Review of the Support for Care Leavers.

Evidence gathering for this review commenced back in February. The Task & Finish Group carrying out this work, led by Councillor Paxton-Hood Williams, is now expected to deliver a final report to the Board, with conclusions and recommendations, in November.

Already the Board has taken evidence from:

  • a range of officers within social services
  • the Cabinet Member for Social Services
  • managers from Barnardo’s (which is commissioned by the Authority to provide a leaving care service, known as the BAYS project)
  • young persons advisors
  • foster carers
  • care leavers
  • the Centre for Child and Family Research, Loughborough University

The Task & Finish Group meets again on 20th September to explore the role that those outside social services play in helping care leavers – focusing on health, housing and education.

Remaining evidence sessions have been identified and are expected to take place during September and October:

  • evidence from the departmental review of the partnership with the BAYS Project.
  • visiting supported accommodation provision in the area (e.g. Swansea Foyer, The Briars, Drws Agored)
  • findings from national / local research (including the Board’s survey of social workers)

Following completion of the evidence gathering a findings report will be produced which will then require analysis in order to identify key conclusions and possible recommendations from this work.
